This report documents the findings of consultations conducted by the Youth Affairs Network of Queensland Inc (YANQ) in late 2012.  These consultations were designed to enable YANQ to produce a sector-driven, evidence-based response to the Queensland Youth Services Review.  A total of 282 youth workers and youth service managers across Queensland participated in the statewide consultation process through either attendance at one of 7 regional face-to-face sessions, or through an online survey.

Brief discussion and recommendations about some of the implications of these findings for the Review draw together the consultation findings and data collected through a number of YANQ research projects over the past 2-3 years.

YANQ Mental Health Survey Initial Findings

This is a short reportback from the mental health survey undertaken of the youth sector in October 2012 with regards to funding uncertainties. It has been used in advocacy to the Department of Communities and is informing sector responses to youth sector changes.

It is a reflection of current practices in collaboration and integration service delivery practices and explores the critical ingredients required for good practice to exist.

This report would not have been possible without the detailed consideration and input provided by over 80 participants at YANQs “What is Youth Work” consultations held in March 2012.  Workers’ honesty, straight talking and genuine commitment to young people shone throughout, even where they expressed differences of opinions.  It was a privilege, in particular, to work alongside Steve Fisher, YANQ's Murri Project Officer, and to listen to and record the perspectives of Murri and other First Nation participants.  A lot of people told me to write this report in clear English, with a minimum of “jargon” or technical language and remain focused on the “real” nature of working with young people.  I hope I’ve managed to do this and to reflect everyone’s views.  Sincere thanks to all participants for taking time from busy schedules to contribute their ideas, especially those who also promoted and helped organise each session in their own region.

Which Wei : Values in Youth Work, A Murri Perspective

During 2009 YANQ conducted research into youth work in Queensland. The Murri part of the research asked youth workers, managers and volunteers (both Murri and Migaloo) what they thought were the key values for doing this kind of work well. The researchers were told that some of the important values underlying Murri youth work were:

  1. Relevant cultural identity and life-experience of the youth worker
  2. Respect, open mindedness, and listening
  3. Patience, tolerance and compassion
  4. Working from the grassroots and walking alongside young people
  5. Providing leadership and role models
  6. Passion
  7. Honesty

This Discussion Paper is about what youth work actually means in Murri culture, why values are important, and what difference it makes to youth work to have these Murri values in mind.

The Youth Sector in Queensland

This report, The Youth Sector in Queensland, outlines the conduct and findings of two significant research projects undertaken with youth services in Queensland. It presents a summary of themes and possibilities for future actions and research that have emerged from an evidence base that has not previously been documented on the profile and demographics of the youth sector in Queensland. The Youth Services Workforce Skilling and Training project explored workforce development issues and topics with the Department of Communities and Reconnect funded youth services workforce in south west and south east Queensland. The report also contains interim data generated from the Aboriginal and Torres Strait Islander Youth Sector Skilling and Training project in Central, North West, Brisbane and Cherbourg areas of Queensland has also been included.

The report contains:
  • Findings – a section that outlines the data gathered for both projects.
  • Key Themes – the major themes that have emerged as recommendations from the evidence.
  • Youth Sector Development Plan – with strategies for each recommendation that will be validated with other regions across the state.

What is Youth Work? Discussion Paper

In early 2009 YANQ began a major youth sector workforce development project. This project is designed to develop a sustainable and vibrant youth sector workforce in Queensland, which protects and promotes young people's rights. Phase 1 of the projec identified a systematic workforce development process - the Youth Sector Development Plan (YSDP) - which is documented in the 2010 Youth Sector in Queensland report.

  • Social Workers are particularly trained to provide individual support, such as case management and welfare assistance.
  • Community Workers are particularly trained to provide community development and group activities.
  • Recreation Officers and Occupational Therapists are particularly trained to provide sporting and developmental activities.
  • Psychologists and Doctors are particularly trained to provide intensive support in areas such as mental health and substance abuse.
  • Adult Educators and Teachers are particularly trained to provide education and training.
  • Correctional Officers are particularly trained to supervise prisoners.

What's left? Could the youth sector simply function as an amalgam of people with training in different specialist areas, who collectively provide services to young people? Is there the need for a distinct occupational group called Youth Workers? Looking superficially at the needs of young people from a purely functional perspective, it would appear that there is little justification for a discrete occupation targeted at work with young people.

The central questions which underly this paper are:
  • Is youth work a unique activity which requires specific, specialist competencies?
  • Is the youth sector something more than an amalgam of various existing occupations applied to young people?
