New programs in South Carolina (United States) that have been shown to reduce repeat offending by young people - such as counseling, education and job placement are being wound back in response to the economic crisis. According to a consultant hired to monitor the new program, the success of the reforms has been “truly remarkable,” however the cuts of the last year “have already begun to unravel the progress.”
